NSW Treasury abandoned an independent review into the troubled state government-owned insurer icare after it complained the proposed investigation would be overkill.

The review was budgeted to cost up to $80,000 and was expected to be finished by the end of 2019, but it never proceeded. Mr Hobbs also stated icare had "been resistant to the idea that a review is needed, given other scrutiny they face, and they are concerned about the resource burden". "Icare have been constructive but have generally seen our interim review as an imposition and not justified," Mr Hobbs wrote to Mr Gardner.
