The head of NSW Transport says his agency advised Transport Minister David Elliott’s offices about Sydney Trains’ shock shutdown several hours before the first train cancellation, raising questions about the minister’s claims he was unaware of the decision.
He told estimates the agency’s deputy secretary, Megan Bourke-O’Neil, briefed Mr Elliott’s chief of staff about the closure by 10.43pm. A subsequent text from Mr Elliott’s chief of staff said the minister had been briefed and was comfortable with “our position”. Asked why he had not phoned Mr Elliott about the shutdown, Mr Sharp said written notice would be sufficient but conceded that “at the end of the day it would have been a useful part of the suite of communications”.
However, in a briefing about the case on Thursday, February 17, Mr Elliott said the department never mentioned that the network could be shut down.That was despite the NSW government’s chief economist modelling the economic damage from a network shutdown to support the application and the Department of Health providing evidence on the consequences for hospitals.“Obviously [if I had been told it was an option] I would have had to elevate that to the Premier.
