The NSW Government defers finalising its drug reforms because it has been unable to agree on how to deal with people caught with a small amount of illicit substances for personal use.

The decision has now been made to respond to the inquiry in the new year.

"The inquiry proposed an alternative to decriminalisation: the strengthening of diversion for drug-related offending," Mr Speakman said. Under such a scheme police would be given the power to impose an "immediate sanction" and "divert" offenders away from court.A person caught with drugs for personal use would instead be forced to participate in a health-based program.
