NSW has laid out its first detailed plan to get out of lockdown and, on balance, it is more cautious than many might have expected from the libertarian rhetoric that accompanied it.Premier Gladys Berejiklian announced on Thursday, NSW will start relaxing the lockdown on the Monday after the double-dose vaccination rate in the population over the age of 16 passes 70 per cent. As a share of the total NSW population that is a rate of 57 per cent.
One key point is that the plan does not specify a date for reopening apart from schools which will restart from October 25. Instead, the plan ties reopening to a vaccination target, which maintains the pressure on people to go out and get inoculated. The most reassuring aspect of the plan is that Ms Berejiklian is not promising that that Monday in the middle of October will be anything like the “freedom day” that ended lockdowns in US states such as Florida. Those jurisdictions gave in to pressure from business groups and citizens frustrated by lockdowns and scrapped all restrictions in one fell swoop.
One safeguard in the plan that should not be underestimated is the very tough approach it takes towards the unvaccinated. They will not receive any extra freedoms in October. A new system linking vaccine passports and QR sign-in codes will still bar them from restaurants and non-essential retail outlets and it will still be illegal to enter others’ homes.
NSW can only ease the lockdown partly after 85% full vaccination of aged 16. Reopening in October is too risky for all NSW people. No health means no economy. No Gladys and her cabinet means no health risk.

So 3 weeks after we hit 70% we will surpass 80%. What of the so called “freedoms” then? Why wasn’t a full game plan out layed. The roadmap was more like half a map. Where is the guidance for every industry opening in full. Entertainment, Tourism and Hospitality? Where is the map?
