New South Wales childcare centres have topped the list, recording Australia's highest number of safety breaches. According to a productivity report, there were more than 7,700 breaches in safety standards in the 2018-19 financial year.

Criminal penalties included staff locking children in cupboards as punishment and binding arms and legs with bed sheets. New South Wales Department of Education spokesperson said the state recorded the most breaches because it was home to the most services.
