"Up until yesterday, I can tell you, the media reports that were giving out that Queensland were favourites were on the mark." A major source of conflict between the NRL and the NSW government has been a handshake agreement between V'Landys and Premier Dominic Perrottet over state funding for suburban grounds.The Penrith Panthers won the 2021 grand final at Suncorp Stadium during the COVID-19 lockdowns."There was a deal on the table, there was an agreement," V'Landys said.He said the characterisation of the grounds as just "suburban stadiums" were insufficient.
