But the North East Link Project's chief executive, Duncan Elliott, has denied residents double glazed windows and extra property insulation, saying in a letter earlier this month the builders were responsible for managing dust and noise.

"If they start this work now and then have to shut down, what will happen in the meantime? We will be left in limbo, with no street to drive on and a mass of dust left unattended."
