Sally Capp used to love quoting Winston Churchill and Dr Seuss in speeches. “Success is stumbling from failure to failure with no loss of enthusiasm,” was a favourite.

And there should be.”Capp inherited a toxic culture at Town Hall last May when she was appointed the first female Lord Mayor of Melbourne for nearly 30 years. The council was roiling after the resignation of Robert Doyle following allegations - later proven - he had sexually harassed two councillors.
Capp’s time at the helm hasn’t been plain sailing. Real estate marketer Kharla Williams - who also says she was sexually harassed by Doyle - has said she feels “100 percent” let down by the council. “I get it,” Capp says. “Is it unacceptable that a year on she doesn’t have an outcome? Yes. We are really doing everything we can.”
“If I say there shouldn’t be men’s only clubs then I would have to say the Alexandra club should go, the Lyceum club should go. There are times when you do seek the solace of your own gender.” Capp says this is why there are quotas and women’s networks and job ads seeking female candidates and scholarships for women studying maths.
