Federal Health Department secretary Brendan Murphy appeared before the inquiry on Friday as it examines how to best fund the sector into the future as demand for services rises

Federal Health Department secretary Brendan Murphy says there is no clear evidence that safety and quality of care in aged services declined because of the mounting financial pressures placed on the troubled sector in recent years.

"We clearly accept the system does need a significant redesign, including in costing and funding, and transparency of that system," Professor Murphy said. "A lot of providers were over-claiming and I don't blame them for it," he told the inquiry. "The tool was not an appropriate tool. We had to move to something better and I think we acknowledge that."

Earlier this week, former prime minister Paul Keating laid out a HECS-style loan plan aimed at covering home care costs for elderly Australians who do not want to go into a nursing home. He also warned against raiding the $168 billion Future Fund, due to mature this year, because it was the best-performing Commonwealth asset during the difficult financial times of coronavirus.
