NDIS pays $1.4m to paedophile: How sex offenders access disability packages

Serial sexual abusers, rapists and paedophiles are receiving substantial support from the National Disability Insurance Scheme, sometimes worth more than $1 million, to live under supervision in the community after their release from detention.

A 40-year-old man, whose identity cannot be revealed and whom this masthead will describe as RXR, has mild to moderate intellectual disability and is set to be placed in NDIS-funded secure accommodation in a regional Victorian town after being granted a $1.4 million support package.RXR has convictions for rape, sexual assault, committing an indecent act with a child under 16, making and possessing child abuse material and stalking.

“It appears that his depressive symptoms and related impairments are the basis of him being approved for NDIS funding,” the judge said. He was not placed on a supervision order. NDIS Minister Bill Shorten said the government’s proposed reforms were aimed at ensuring the scheme was sustainable and that it supported those for whom it was originally designed.He recently toldthat people receiving more than $1 million typically required intensive, around-the-clock care “in order to stay alive”.

Dr Rajan Darjee, director of Forensic Behavioural Assessment and Consultation Services, said it was often impossible to “split an individual in half” in these kinds of cases. “ receptive and expressive language is equivalent to that of a child aged 5½. The assessment that the appellant suffers from a “mild intellectual disability” should not obscure the fact that he is mentally retarded,” the High Court found.

Yet court documents show the NDIS provides funding specifically to meet court-ordered requirements for security and supervision.In RXR’s case, Victoria’s Post Sentence Authority is the agency responsible for managing high-risk offenders on supervision orders, and not the NDIS, which conducted a safety assessment of his proposed NDIS-funded accommodation.
