State governments are poised to further relax social distancing restrictions despite Victoria's struggles with a rise in COVID-19 cases, as the entertainment industry attempts to restart live shows, pub gigs and concerts after almost three months of strict lockdown measures.

Prime Minister Scott Morrison with singer Guy Sebastian at the announcement of a $250 million arts rescue package.Mr Morrison and state and territory leaders will also canvass the return of international students, the reopening of state borders following the outbreak in Victoria, and hotel quarantine arrangements

Mr Morrison said states were working well through their three-step plan, which the group had resolved last month would be completed in July.
