Amanda Garner was so distressed she almost moved across the Victorian border to be with her daughter while she was trapped on the NSW side during COVID-19 lockouts.
Ms Garner wants an apology from the Victorian government for its COVID-19 state border lockout, a regime that Victorian Ombudsman Deborah Glass said resulted in some of the most questionable decisions she has seen in her career., Ms Glass said the Department of Health appeared to have a “culture of caution” against providing compassionate exemptions for people to enter Victoria and focused resources on keeping people locked out rather than helping them get home safely.

“Was I worried that my two perfectly healthy family members would potentially contract COVID while they were in hotel quarantine? Of course I was,” Ms Garner said. “We did everything we could at the time to remind Victorians of the risk we were facing ... but we also acknowledge that it was a very difficult time for many Victorians interstate,” she said.“What we saw was, this was simply not working in practice,” she said.
