The NT Government will tomorrow hand down its first budget since revealing a financial crisis that was caused in part by unchecked spending over successive governments and little accountability over how taxpayers' dollars were spent.

But while the Gunner Government claimed last month that they would hold chief executives accountable for budget overspends, the report found the problems ran much deeper.

"Ensuring the government operates within its means should be the main objective of a new fiscal strategy," the report concluded. Chief Minister Michael Gunner and Treasurer Nicole Manison have repeatedly claimed that a projected $500 million in annual cuts to GST funding the Territory receives from the Commonwealth over forward estimates are to blame for the NT's precarious financial situation.
