It was 10 days before Christmas when Man Haron Monis walked into the Lindt cafe and took 18 staff and customers hostage. Five years on, what lessons have police learnt from the most dramatic terrorist attack to take place on Australian soil? | DeborahSnow

What they most want to know, half a decade on, is what lessons were learnt from the tragedy and what has changed.after a two-year inquest exposed severe deficiencies in the NSW Police response. Fuller was not in charge at the time of the siege, having succeeded the then top cop, Andrew Scipione, in April 2017. But he said the Lindt experience showed “the clear public expectation, in a terrorist type incident, whether a siege or otherwise, that we will resolve it quickly”.

“The traditional Salafist terrorist of the last 10 years does not want to negotiate, does not want to survive, frankly … [But] now we are faced with the right wing; and when we look internationally at their motivation and intent, it is often to survive the event and be an ongoing martyr. So that’s a recent nuance we have to [adjust] to.”

The police unit which provides technical back-up to the heavily armed tactical police has had equipment upgrades as well. . Another significant change to flow from the siege, according to Fuller, is improved sharing of “real-time” intelligence from federal agencies to local police forces. In 2017 the state government acted on that recommendation, passing part 2AAA of the Terrorism Act which explicitly bestows on the commissioner the right to authorise lethal force in a terrorism event. The media have dubbed it the “shoot to kill” law - a phrase Walton and his team dislike intensely.

Monis would almost certainly have been on its radar if such a unit had existed prior to the siege. He’d run afoul of authorities repeatedly in the 18 years he’d been living here, and his behaviour had become more extreme over time. Porter pointed to the London Bridge knife attack of two weeks ago – mounted by convicted terrorism offender Usman Khan who’d been released early – as additional justification for new laws currently before the Senate which will deny parole to those with terrorism links. “Individuals who have undertaken violent terrorist acts exhibit a very high tendency to re-offend,” he told Parliament.
