The inquest heard that at the time, police in the nearby Frankston and Mornington Peninsula area were aware of 1400 family violence perpetrators, with at least 350 of them rated as high risk. Over the following years, Fairhall spent months at a time in prison for breaching safety orders and threatening to kill Dalzell. A full no-contact order was put in place in 2018 to protect her. It was active at the time of her death.
The inquest heard Dalzell did not report many incidents to police as she feared repercussions from her ex-partner, who had threatened to kill her if he was sent back to jail. She said a vital aspect was having an address for a wanted person. Fairhall had been released from prison without one.
