Jess felt lonely, isolated and full of anxiety in her time in residential care. But the state children’s commissioner says she was lucky; others are targeted by criminals and prostituted out.

Some of Victoria’s most vulnerable children, a number of them as young as 11, are being prostituted out on Melbourne’s streets by networks of criminals.that there have been 160 reports of 85 children living in residential care being victims of child prostitution in the past year. Last month alone, her office opened 10 new inquiries.

“When you look at a system where the state steps in and removes a child from family, there’s an obligation on that state to act as a parent and, indeed, under law to act as a good parent. That’s not what we’re doing.” Jess ran away from the residential home 137 times in the year she was in state care. Each time, she said, she was placed in handcuffs, put in the back of a police van and driven back.

Despite the number of incidents being reported to Buchanan, Premier Jacinta Allan denies her government’s handling of residential care is a failure. He wrote a report into residential care in 2015 with a list of recommendations that he says were largely ignored.
