No. Driving below the speed limit is safer, especially when they're still learning to control a vehicle. The danger comes from impatient drivers who will always harass and endanger anyone driving below the limit, irrespective of whether L plates are displayed.

I would be interested to know why NSW put this restriction in, in the first place. Was there a particular reasoning for it? In Vic we don’t have this type of restriction &L platers seem to be still drive at a snail pace until they are confident enough to go the actual speed limit

The amount of times I get tailgated and overtaken on double-lines as a P plater is crazy. What's more safe, me driving the natural legal speed? Or being pressured to by a semi one foot from my ass? Safe, focused 100kph, or nervous, freaked-out 100kph?
Everyone learns at a different pace. If learners aren't comfortable doing those speeds they wont anyway, whether they are allowed or not. Most fully licensed Camry drivers are no different. Letting inexperienced drivers take on higher speeds earlier will not be safer.
New drivers should be trained by professionals, not by relatives or friends whose skills are already limited because they learned driving from relatives or friends.
Scrap the obsession with speed. The most dangerous drivers on motorways dawdle when merging dawdle in the passing lane, and slow down well before their exit.
Yes. As long as the speed is appropriate for the conditions - road, vehicle, traffic etc - plus or minus 10-20km/h makes little difference to the ability to drive safely. What does make a difference is anxiety from having cars and trucks right on top of you.

Growing up in country WA - we were required on L’s to do a maximum 72kph. Crazy, looking back on it…….
While teacher my son to drive, there was quite a few situations where because we where stuck at 90km/h on NSW roads, caused very fightening incidents. And a lot more that would have occurred if allowed drive at the posted limit.
There is literally no reason for speed limits outside of residential and commercial areas
Depends on the state you are in? VIC have learners traveling at posted speed limit.
The people training them need to look at themselves (the learner shouldn't cop the abuse). Don't take junior driving in traffic when they can't even change gears yet. I taught people in empty car parks then back roads then traffic.
Good driving instructors have them pull over safely to allow traffic to pass, getting harder to find these days it seems.
I've put 2 kids through a license and have the same issue here in regional SA. Learners and P1 drivers must do 100km maximum on 110km roads. It makes it *more* dangerous due to impatient drivers trying to upset the L/P driver and/or overtake dangerously.

Drivers with the L are usually more careful and considerate of other drivers. The drivers with the P are typically the ones taking risks and driving faster than others.
