You just have to look at some of the replies on this thread to see why we have such a huge bullying problem in schools. Even people ‘against’ bullying find it hard to talk to people respectfully when they disagree with their opinions. What hope do the kids have?

So very sad that some of our young people can behave in this way. It costs nothing to be nice. No wonder some our indigenous children grow up without adequate education into angry adults. Bullying has the same mental health consequences regardless of the colour of skin.
But Aus society operates post school still like one big schoolyard: bullying, name calling, boy's club (esp corporate & govt) & then of course the associated racism, misogyny, violence, etc. So good luck fixing the actual schoolyard bc it's just reflecting its parent society.
