By Friday, he had taken the unprecedented step of seeking emergency powers to secure energy fuel supplies amid coal and gas shortages which had put NSW and the eastern seaboard on stand-by for blackouts. The same willingness to clash with his colleagues extends to party political activity and representing the interests of the NSW Liberals’ moderate faction, which he convenes. During the federal election Kean messaged a gallery reporter suggesting she grill Scott Morrison on the preselection of controversial Warringah Liberal Katherine Deves.

Liberal insiders suspect there will be polling after the budget from inside Kean’s moderate faction to prove the Coalition can win back voters without shifting further to the right in key policy areas.
