COVID-19 lockdowns spurred governments to house homeless Australians in hotels. But now, many are back sleeping rough.

At the start of the pandemic, 158 people were sleeping rough in the inner city. That was reduced to 114 in February 2021, but by March 2022 it had bounced back to 155.. Many others experiencing homelessness weren't counted in that number.

As someone experiencing drug addiction and mental health issues, Mr Thomson needs the help of a range of support services."We need to find that sense of community and that sense of belonging again," he said.For Sam Grenfell, Victoria's program has been a life changer after experiencing homelessness during the pandemic.In January 2021, she and her 12-year-old son left an unsafe family home in regional Victoria.

Eventually, Sam was placed in a unit through the pandemic's From Homelessness to a Home program. After nearly a year of secure housing, she's now moving to a permanent place in another part of the state. Housing Minister Richard Wynne believes the key to the plan's success is that it offers more than just a roof overhead. It also provides extensive support for day-to-day living."You can give somebody a house, but if they don't have the life skills, if they're not connected into community and community supports, whether they be drug and alcohol, [or] mental health … the chances of them reaching a full recovery are far less.
