South Korea says the balloon campaign is "absurd", amounting to "irrational acts of provocation that a normal country can't imagine".The ministry also claimed that the garbage sent by North Korea revealed the country's woeful economic state, pointing to tattered children's clothes and other garments worn to the point of disintegration as evidence.
