The Morrison government will accelerate a $3.8 billion splurge on road and rail projects in a bid to boost the economy and defy critics who fear it is putting the budget surplus ahead of an urgent need to lift wages and growth.

"A responsible and sensible government does not run the country as if it is constantly at Defcon 1 ... whether on the economy or any other issue," he says in a draft of the speech. "The appetite for crisis popular amongst some these days, on so many issues, reflects an immaturity demanding urgent action regardless of the consequences.
