When it comes to the economy, universities capture the attention. But it is the learning in the early years of school that drive growth and productivity.

There’s been a distinct improvement in the quality of the national conversation about the best measures to turn around the steady decline of outcomes in Australia’s schools.

High schools are not designed to help students make up lost ground. Weak primary schools mean that young people remain ill-equipped for higher education or work in the modern economy.The high school teaching workforce challenge is also a symptom of classrooms that are full of struggling readers. High school is a miserable experience for students with poor reading or numeracy and a heart-breaking one for their teachers. If you want to improve high school, improve primary school learning outcomes.

Policy-makers also need to be cognisant of the link between primary school performance and the high-value, high-tech dimensions of the economy. Education is a pipeline. The extent to which Australia has a highly numerate population, depends on what happens in primary school.The Albanese government has set a target of creating 1.2 million tech jobs by 2030. Tech workers require good mathematics.

Most Australian primary schools are happy, welcoming places with committed teachers and leaders. Yet, we are failing one in five young Australians who leave school without the literacy to participate fully and fairly in the economy and community.
