Japan is reversing decades of postwar pacifism by partnering with former enemies, Australia and the United States, to take on new threats.

The idea of Japanese and Australian troops training side by side would have been unthinkable just two generations ago.

High-level meetings between Australian and Japanese ministers are becoming almost monthly events.

However, rising tensions in the Taiwan Strait, Pyongyang firing missiles on its doorstep, Chinese vessels harassing its fishing boats around the disputed Senkaku Islands and Russia’s invasion of Ukraine have spooked the Japanese people. Government advisers say privately that a more assertive Beijing is their biggest worry.

Kishida has pursued Abe’s security policies, backing a doubling of the country’s defence budget to 2 per cent of GDP within five years. On Monday this week, he allotted 43 trillion yen in spending on defence from fiscal 2023 to 2027. Kishida’s government is finalising a review of the country’s national defence strategy, which may allow the use of pre-emptive strikes against its enemies.
