Disgraced former head of the NSW RSL Don Rowe will cite mental health concerns as he fights fraud charges, a Sydney court has heard.

The 70-year-old is accused of misusing his corporate credit card to cover personal expenses during his 11-year tenure with the RSL. His matter was mentioned briefly in Sydney's Downing Centre Local Court this morning where his lawyer flagged an application for the case to be heard under the provisions of the Mental Health Act.Mr Rowe was the subject of an Independent Commission Against Corruption inquiry which wrapped up in 2017 after hearing allegations the former president charged the organisation for personal expenses.
