Exclusive: Foreign influence showdown as universities decline to register China-funded Confucius Institutes | fergushunter

The government's foreign influence transparency scheme faces an early test as universities ignore pressure to register their Confucius Institutes — the Chinese government-funded and administered education centres that have been highlighted as a focus for the new accountability regime.

Representatives of the University of Sydney, University of Melbourne, Griffith University, Queensland University of Technology, Charles Darwin University, and University of Newcastle said their institutions had considered the legislation and concluded they did not currently need to register.A spokeswoman for the University of Western Australia said it would comply with the legislation but, "to date, the UWA Confucius Institute has not held any events that required registration".

The scheme is intended to publicly document the lawful activities of entities that seek to exert influence in Australia on behalf of foreign powers. The grace period for registering existing arrangements ended on March 10 and entities are now expected to actively comply with the laws. He said "a range of organisations are being considered in this regard" now the grace period has ended.
