Records of EPA enforcement work at the properties often could not be located or contained inaccurate information. Files on some of the 14 properties failed to include information about prior violations detected at the sites and in one case listed the suspected occupier as simply: “Mr Anonymous Anon”.
“We observed staff behaviours that drive achievement of targets but don’t achieve the desired outcome. These behaviours are counterproductive and may bring unintended consequences to for EPA,” the report found. A deep dive into the EPA’s electronic and paper-based waste tracking system also identified more than 25,000 compliance certificates linked with the 14 illegal stockpiles that “contained information that could have assisted EPA in sanctioning parties associated with the stockpiling” but were never detected or acted upon.
