Federal and state energy ministers have chosen a congestion relief model spruiked by renewable industry advocates rather than a recommendation by the Energy Security Board.

The model chosen by energy ministers to help fix transmission congestion on the grid from the influx of renewables was originally estimated to cost up to 30 times more than the connection fee model recommended by the Energy Security Board.to connect new wind and solar projects to the grid, a preliminary assessment by the Australian Energy Market Operator last year showed it could cost more than $300 million to establish.

An updated cost-benefit analysis of a number of models for the transmission network was presented to energy ministers last Friday but has yet to be publicly released.It is understood the updated costings show the congestion relief model was significantly less than the original $300 million estimate – coming in at less than $100 million – but still higher than the connection fee option.

Clean Energy Investor Group chief executive Simon Corbell, who lobbied hard against the connection fee model, said paying a fixed fee for joining the grid was not supported by industry. Australian Energy Regulator chairwoman Clare Savage said it was important regulators got transmission access right.The priority access model gives access to existing generators over new entrants when there is congestion on the grid.

The move to discard the connection fee model is the second time the Energy Security Board has been sidelined by energy ministers following last December’s decision toA spokeswoman for federal Energy Minister Chris Bowen defended the decision on transmission access reform.
