Drew Pavlou, who incurred the original penalties over an anti-Chinese government sign, has vowed never to pay Brisbane City Council a cent and says he is considering making a third appeal.

The Brisbane law student was fined by Brisbane City Council for holding up a sign mocking the Chinese Communist Party outside the Chinese consulate.Mr Pavlou says he is considering challenging the fines a third time in the Supreme Court.

The sign said "Nothing happened on June 4 1989, change my mind," in reference to the Tiananmen Square Massacre. The two fines were upheld along with the order that he pay court costs and Brisbane City Council's legal fees, which brought the total to $3,113.50. At the time Mr Pavlou had been running for the Queensland Senate under the Drew Pavlou Democratic Alliance party, which has since been deregistered.

"The limitation – that is, the requiring of a consent – does not impermissibly infringe any human right or infringe the right of political speech.Mr Pavlou said he would consider appealing a third time in the Supreme Court with his barrister Anthony Morris KC.
