'Door ajar for corruption': ICAC head says grant processes 'raise serious questions' | AngusGthompson

The head of the NSW corruption watchdog has said the methods used by the Berejiklian government in its administration of a $250 million council grants fund could open the door for corrupt conduct.

"If there's a lack of a required development of a set of guidelines for a scheme [that] obviously leaves the door ajar for corruption. That is, it's a corruption-risk scenario," Mr Hall said, speaking before an inquiry into allegations of pork-barrelling by the Coalition.In response to questions to the Premier's office on Wednesday, a NSW government spokesperson said all funding processes followed established guidelines.

The Stronger Communities Fund was originally set up in 2016 to financially assist amalgamated councils before being changed on June 27, 2018, to allow money to flow to councils affected by mergers. "Notwithstanding the existence of any other motive or purpose, that in itself could be sufficient to satisfy the 'but for' test in determining an issue of corrupt conduct under the ICAC Act," he said.

In response, Mr Hall said, "I am concerned that the messages you've raised may have already been notified to the commission or may, in the future be required by us to consider and deal with it."
