A scathing report on Tasmanian prisons tabled in parliament slams the government for breaching human rights by not giving prisoners adequate time out of cells, highlighting one month in which there were 600 lockdowns.

When Andrew Greeley pleaded guilty to causing previous bodily harm by breaking a man's jaw he knew he would be locked in a cell.

"Waking up every morning you'd just be thinking 'are we going to be locked down?' and then you'd hear them yell out 'lockdown' and it would just crush your spirits.""You just feel like you're a bit of paper in an overloaded filing cabinet getting shifted around," he said."Locking people in a cage doesn't help anyone, if anything it only makes your mental health disintegrate.

Last December there were more than 600 lockdowns across the various prisons; 30 per cent of those were blamed on staff shortages. "The [prison system] continues to rely heavily on correctional officer overtime to fill vacant shifts with a significant budgetary impact for government," Mr Connock wrote.He also referred to the Report of Government Services 2020 which found Tasmanian prisoners "had almost two hours per day less time out-of-cell than prisoners in the rest of Australia".

"When a prison is locked down it also increased the workload on correction officers and we need to acknowledge that," she said.
