A Carnival Australia executive has told an inquiry he was unaware the ill-fated Ruby Princess cruise ship was low on medical supplies and swabs for on-board COVID-19 tests

Carnival Australia guest experience senior vice president Peter Little told the Special Commission of Inquiry into the Ruby Princess that he was responsible for circulating NSW Health's enhanced COVID-19 cruise ship protocols - dated February 22 - to health personnel on the ship.Cruise companies were informed swabs were to be taken from passengers with respiratory or influenza-like illness who had travelled to countries of COVID-19 concern.

"How could it come about that a ship left port knowing it did not have enough swabs on board to take, keep and in due course deliver up samples for laboratory testing as required by the so-called enhanced procedures?" Commissioner Bret Walker SC asked.Mr Little said the process would involve the doctor on board raising supply concerns with the company, which would then organise the essentials.

"All of the evidence points to the fact that you - by which I mean the relevant corporations - didn't care enough about the public health implications of an inadequate number of swabs to do anything about it and made no effort to give the doctor the number of swabs she needed," Mr Walker told Mr Little.He also told the inquiry there was neither formal process nor "internal procedures" for ensuring cruise ships were complying with enhanced health protocols.

"You seem to have waited for people to raise complaints rather than proactively assured yourself they had what they needed. What do you say to that?" Mr Walker asked.
