There's celebrations at the South Australian border this afternoon, following news of the state's reopening to Victorians on December 1.

Mr Carr is the manager of the Cape Bridgewater Sea View Lodge in the far south-west corner of Victoria, and he predicted businesses like his would be “inundated” by South Australians once the border opened. Premier Mark McGowan has announced that the state will move to a "controlled border" from 12.01 am tomorrow.
