Andrew Constance said Labor was 'deliberately opposing' legislation for the sake of it, with its latest target a bill to dissolve the Roads and Maritime Services (RMS) agency to create a single Transport for NSW

NSW Transport Minister Andrew Constance says Labor is using its "substantial bloc of votes" in the upper house to damage the Berejiklian government's legislative agenda.

But Mr Constance said Labor was moving "unworkable amendments" to the bill in the upper house that would "rewrite industrial relations" to placate the unions.The bill, which Labor supported in the lower house, will be debated as early as Tuesday. Key sticking points include the outsourcing of maintenance and privatisation, as well as employees on RMS awards not being forced on to Transport for NSW awards.

Mr Constance said the crossbench, including the Greens, had worked constructively with the government but Labor was "opposing the bill for the sake of opposing it".
