"No dangerous goods appear to be in the areas affected by the collapse of container stacks and AMSA is working closely with the ship's cargo agent to confirm exactly which containers went overboard," Mr Schwartz said. About 74 containers were also damaged with six protruding from the starboard side and three from the portside.

No reason why chain straps cannot be used for the top row or two. Maybe it would put the insurers out of the freight business.
Should have to put a GPS tag on every container , and have it be the shipping companies responsibility to retrieve every one not just leave them contaminating the ocean and being a shipping hazard.

This is not the first time a ship has lost containers, contaminating the sea. There should be a better way of fixing them down or not stacking them so high before there is another disaster in our waters.
