ANALYSIS: Budget surplus next year hides tax cut time bomb down the line

If he genuinely wanted to be the first treasurer in 12 years to post a surplus then he could have done it now.

Many analysts thought this was exactly what the Government would do, so it could go to the election having all butBut the problem with pulling a wafer-thin surplus out of the accounting magician's hat this year is that it would have left little in the kitty for campaign largesse. Tax cuts that overwhelmingly favour higher income earners and cost the budget tens of billions of dollars.
