Budget 2024: Labor’s green superpower plan needs a new public service

Already a subscriber?Canberra’s pivot into activist industry and energy policy, and hands-on oversight of the digital economy, will need a serious uplift of business development and operational capability in the federal public sector.

Typically, these are topped up with postgraduate masters in policy qualifications from ANU or the Australia and New Zealand School of Government. That is a gross generalisation, but knowing many of the APS executives, the reality is they simply don’t have the subject expertise, commercial DNA and business operational experience to provide the type of focused leadership these complex programs imply.

Maybe they know more than IBM’s engineers but the last time I checked, IT had not exactly been a long suit for the federal government. #ITfail has been more what has characterised The three big civil agencies – the Tax Office, Services Australia and Home Affairs, together with CSIRO, have pockets of real digital expertise, but they are mostly focused on delivery and research rather than policy.

The passing of legislation on Thursday to roll out the new scheme heralds a paradigm change in how modern commerce and government engagement will be undertaken, with the prospect of a huge productivity lift from finally exiting the world of paper-based credentials.
