Maybe they know more than IBM’s engineers but the last time I checked, IT had not exactly been a long suit for the federal government. #ITfail has been more what has characterised The three big civil agencies – the Tax Office, Services Australia and Home Affairs, together with CSIRO, have pockets of real digital expertise, but they are mostly focused on delivery and research rather than policy.

The passing of legislation on Thursday to roll out the new scheme heralds a paradigm change in how modern commerce and government engagement will be undertaken, with the prospect of a huge productivity lift from finally exiting the world of paper-based credentials.
