Opinion: Staging opening up, and beginning with fully vaccinated adults, allows us to manage risk as we test to see how our infection control measures stand up under gradually eased settings, writes epidemiologist Catherine Bennett

NSW now has a road map – it takes those 70 per cent freedoms that have been taking shape over the last week right through to complete opening by the start of December. At that time, it is anticipated that 90 per cent of people 16 and older will be fully vaccinated in NSW. This is an extraordinary turnaround in just a few months.

The progressive opening up is akin to Victoria’s road map. It is a safe and sensible way to maintain control over community transmission as the efficacy of population-level vaccination coverage is tested while progressing through important vaccine coverage thresholds. We know from Britain and USA population-based data that infection rates are between three and five times lower in those who are fully vaccinated. We know that even the minority who do develop a breakthrough infection are, on average, infectious for a shorter period of time than those unvaccinated.

The gradual easing of restrictions is focused not just on overall vaccine rates, but also the distribution of coverage across the state. It is important to ensure there are no areas where access to the rollout has been more limited and not everyone has had the chance to be vaccinated. This is why the opening up to allow movement across the state has been pushed out to the 80 per cent threshold.The gradual easing also allows the impacts from one step to be evaluated before the next is taken.

It’s not rocket science. NSW is taking the only path available. What are the alternatives? Be interesting to see how much NSW and Victoria have got in per capita Federal funding over and above the other states.

I agree a soft reopening is a good idea but we need to mandate vaccinations as we must get higher vaccination rates ..we need to get to 90% & the unvaccinated by choice shouldn’t get freedoms till after Christmas /New Year.Why run the risk of another Christmas cancelled GladysB

Yes but when their r still 700 + cases a day i think waiting 4 the numbers to get lower would be safer after all in the past 24 hrs the nation has had over 1500 cases and thats from lockdown states only doherty model expected a peak of 2000 - 3000 cases a day outside of lockdown

How are school children under 12 being protected ? NO vaccines NO ventilation NO reporting NO classroom air cleaning NO Masks. I see children ending up exposed sick and hospitalised. Why for a plan before time.

The question, is NSW mentality ready to face the 'unspoken' reality that most people will catch COVID-19 over the next few months, that most vaccinated will have mild effects but some will need hospitalization, some respirators & some will die. Are you & are we ready for that?

It is hard to imagine what we have at 70% as a 'gradually easing settings'. Especially given Glady's comment to expect cases to 'go through the roof'. Maybe a bit of actual 'gradual easing of setting' would be a good idea?

How sensible is it to insist on hotel quarantine when the cases already there far outstrip anything in the meagre number of arrivals being let in? A pathetic lack of logic and empathy.
