Defence Minister Richard Marles announced last month an urgent inquiry to stop former ADF personnel from being headhunted by China. Duggan's lawyer, Dennis Miralis of Australian law firm Nyman Gibson Miralis, did not immediately respond to a Reuters request for comment on the indictment. Duggan did not seek authorisation from the US government to provide military training to China, although the US State Department had informed him by email in 2008 this was required to train a foreign air force, it said.
