It said advice to the minister was "insufficiently detailed to support the minister in carrying out their duties" to enforce public governance and accountability rules. The management of the project by former prime minister Scott Morrison and his government has come under scrutiny from the auditor-general.The government told a 2021 parliamentary committee that the business case was "closely examined by the Department of Veterans' Affairs, Department of Finance and Cabinet" before being approved, but the auditor-general challenged that.
From its report, the auditor-general made five recommendations, including that the Australian War Memorial strengthen the ethical conduct of its procurement activity and ensure appropriate records to document value for money.Director Matt Anderson said it was important to remember the auditor-general found the AWM expansion did represent value for money.
