It was former prime minister John Howard who described Victoria as "the Massachusetts of Australia" when referring to our collective appetite for social reform.
From the moment he was elected in 2014, Premier Daniel Andrews, a member of Labor’s Socialist Left faction, has embraced this tolerance by delivering his own progressive social agenda.
But after a two year investigation , Andrews’ office instructed three obedient Labor MPs on the committee to use their majority power to water down recommendations to legalise cannabis for personal use. There is a simple reason Labor is suddenly shy on social reforms. Victorians will head to the polls next November and the Andrews government wants to fight an election on infrastructure not social issues.
