Hamish McLeod manages Strand Hatters and said the arcade had experienced a dramatic loss of foot traffic as a result of COVID-19. He said people didn't want to use public transport to come into the city and the cost of parking was "ridiculous"."It is eerie," he said. "It's really tough ... You can see there have been three stores in this arcade that have now closed and they have been here for years, which is upsetting.Sydneysiders are still avoiding the CBD.

Concerns about public transport, limited and expensive parking, and access for cyclists are among the reasons keeping people away. Business owners said without an increase in public transport capacity, Sydneysiders would be reluctant to return to city offices and surrounding streets would remain quiet.

"It takes hard work," he said. "You must make an income and open up every day ... People who do that diligently will survive."
