Nothing stopping the “majority” of readers from wearing masks. They’re not banned. Your readers would also know masks were mandated at one point with penalties and arrests. Yet here we are.
If you look at the proportion of people actually wearing masks indoors, which is less than 54%, even on public transport, this most likely says something about the demographics and age profile of your readership base rather than representing the population's views.
