Most important thing might be full home and away season. Conferences could easily achieve this. Smaller conferences could also include a neutral venue to give exposure in places where no team is based. Then you have finals involving top x teams from each conference?

I have letter that Neil Whittaker wrote to me after the SL war telling me the game didn't want a 20 Team 2 conference system. That was 20 years ago. ARL won the battle back then SL won the war and when 2 teams have 2 relocate out of Syd then the original SL idea finally in place
Can't force teams to move and waiting for teams to collapse financially could take longer then expected. Expansion is the only way at this point in time.

I don't understand why there is a need to replicate another league... 20 teams would be fine top 8 would remain and allowances for travel would have to be made... Teams like Pacific Islands or NZ could play all over...
