AP race calls are made weeks ahead of states, who do not declare official winners until weeks after the election is over. States begin publishing data based on “unofficial” results in the hours and days after polls close, which becomes official once counts are canvassed and certified. Pennsylvania, the state called in 2020 that pushed Biden over the threshold of 270 Electoral College votes, did not change its rules around processing mail ballots. Election officials cannot begin processing them, like taking the ballots out of envelopes and verifying signatures, until 7 a.m. on Election Day. With hundreds of thousands of mail-in votes in each election, that process means close races like what is anticipated this year will take longer to be counted and called.
