Darth Maul's double-bladed lightsaber may be visually impressive, but it's actually tremendously practical - making him the perfect Sith assassin.
Lightsabers are iconic weapons in the Star Wars universe that have unique appearances to each of the Sith or Jedi that wield them, and Darth Maul’s lightsaber was the perfect weapon. The dual blades of Darth Maul’s lightsaber are not simply an aesthetic choice, but a strategic design based on a lightsaber style used by the ancient Sith, back when the Jedi and Sith faced off against each other often.
Darth Maul was introduced in Star Wars: Episode I - The Phantom Menace as an apprentice of Darth Sidious sent to eliminate Queen Amidala, who was under Jedi protection. When he first faced off against Qui-Gon Jinn on Tatooine, he only used one of his lightsaber’s two blades. That made the final confrontation all the more shocking, when Darth Maul triggered his double-bladed lightsaber for the first time - leaving even a seasoned Jedi Master shaken.

During that time, lightsaber dueling had become as much a sport as anything, and no Jedi were used to facing other lightsaber-wielders in duels to the death. This meant Darth Maul's emergence was already a surprise, with the Sith apprentice a much greater threat than other enemies the Jedi might find themselves up against.
Oddly enough, though, there's a sense in which Darth Maul gave the Jedi Order something of a boost. With the Jedi Council aware the Sith had returned, lightsaber dueling became more of a focus than ever before; it's no coincidence Obi-Wan taught his apprentice Anakin Skywalker forms that were well-suited to dueling.
