Frieza was responsible for the enslavement and subsequent extinction of the entire Saiyan race, he callously slaughtered entire planets just to expand his empire, and gleefully murdered practically anyone who crossed his path that wasn’t directly useful to his wider plans for universal domination.
Planetary genocide is always a good indication of a cosmic-level villain in any anime, and what made it worse than just the mere act of obliterating an entire race was the fact that Frieza was laughing while he did it. Not only that, but he also relished watching the last remaining vestiges of hope leave the eyes of the one-man brave enough to stand up to his villainy: Bardock.
Not only did Frieza kill Vegeta with cold-hearted ease, but when Vegeta didn’t die right away, and was instead stressing the importance of killing Frieza to Goku, Frieza complained that Vegeta wasn’t dying fast enough. It’s so evil it’s almost comical, though the situation becomes decidedly less funny when considering the atrocities Frieza has committed against the entire universe, with Vegeta being merely his latest one in this chapter.
The fact that Frieza decided the best way to defeat an opponent was to simply blow up the planet they were fighting on is absolutely diabolical. This move proves Frieza’s utter disregard for all life in the cosmos, not just those of humanoid aliens, but the animals, plants, and the land itself. Frieza doesn’t value anything except his own survival, and he's willing to destroy an entire world to ensure it.
While Frieza was stronger than he was as Cyborg Frieza, he wasn’t the only one who got a major upgrade in the movie, as Goku and Vegeta both reached a new form as well: Super Saiyan Blue. Frieza was on-par with the Saiyans, to be sure, but he wasn’t strong enough to beat them. So, Frieza blew up Earth in a much more immediate manner than he did Namek, killing everyone in the world - except himself.
