The Navy ’s top civilian official, Thomas Phelan , has unexpectedly departed his position, marking the first departure of a military service head during President Donald Trump ’s second term and adding to a growing list of top defense leaders who have either resigned or been removed.
This follows recent actions by Defense Secretary Pete Hegseth, who has already dismissed the Army’s top officer, General Randy George, along with two other high-ranking generals. Phelan’s exit comes at a critical juncture for the Navy, as it maintains a blockade of Iranian ports and actively targets vessels associated with Tehran amidst a fragile ceasefire.
The timing is particularly noteworthy given Phelan’s recent public appearances, including addressing a large gathering of sailors and industry professionals at the Navy’s annual conference and engaging with members of the House Armed Services Committee regarding the Navy’s budget and shipbuilding plans. Phelan’s appointment itself was considered unconventional, as he lacked prior military experience or civilian leadership roles within the defense sector. He was a significant financial contributor to Trump’s campaign and founded the investment firm Rugger Management LLC.
His connection to the military stemmed primarily from his advisory role with Spirit of America, a nonprofit organization supporting defense efforts in Ukraine and Taiwan. The White House offered no direct explanation for Phelan’s departure, deferring to a statement from Pentagon spokesman Sean Parnell announcing the change. Replacing Phelan in an acting capacity is Hung Cao, a 25-year Navy combat veteran and a staunch Trump loyalist.
Cao previously ran unsuccessful campaigns for both the U.S. Senate and House of Representatives in Virginia, gaining prominence for his conservative stances and vocal criticisms of certain military policies. Cao’s background is marked by a compelling personal story, having fled Vietnam with his family as a child during the 1970s. His political views, as expressed during his Senate bid, include strong opposition to aid for Ukraine and criticism of the military’s diversity, equity, and inclusion (DEI) initiatives.
He notably voiced concerns about the use of certain recruitment strategies and advocated for a focus on what he termed “alpha males and alpha females” in the armed forces. This aligns with the broader stance taken by Trump and Hegseth, who have actively campaigned against DEI programs within the military.
The Navy currently has a significant global presence, with three aircraft carriers deployed in or en route to the Middle East, prepared to resume combat operations against Iran if the ceasefire collapses. Additionally, the Navy is involved in counter-narcotics operations in the Caribbean and played a key role in the capture of Venezuelan leader Nicolás Maduro earlier this year.
