Airlines and others have pressed the administration to lift the restrictions on most non-US citizens who have been in Britain, the 26 Schengen nations in Europe without border controls, Ireland, China, India, South Africa, Iran and Brazil.The two leaders are expected to agree on an ambitious new"Atlantic Charter" modelled on the one signed by Prime Minister Winston Churchill and President Franklin Roosevelt in 1941 that set out their goals for the post-war world.
