Andriy Yermak, the head of the president's office and a key Ukrainian negotiator, told Reuters that Kyiv had submitted a list of about 100 people to mediators at the Organisation for Security and Cooperation in Europe . Relations between Ukraine and Russia collapsed after Moscow's annexation of the Crimea peninsula in 2014 and support for fighters in the Donbass.Major combat ended with a ceasefire agreed in the Belarus capital Minsk in 2015, but sporadic clashes still regularly kill civilians, Ukrainian soldiers and separatists.
